Scope:

End to end biosecurity management for transshipment importation and operations within a Non First Point of Entry (NFPOE)

  • International biosecurity inspection and management for 7 purpose built transhipment barges (China) and 8 tugboats (Singapore/VIetnam/China)

  • Development of a domestic operational conveyance biosecurity framework

MinRes Marine/MRL operates the nation’s largest and most sophisticated transshiping operation out of Non FIrst Point of Entry. The nature of these activities present otherwise unworkable challenges under the current legislation. Implementing a management framework that lowers risk to acceptable levels provided a pathway forward that facilitated operations whilst remaining a low-risk, compliant operation.

Client:         DB Schenker for DHHI

Project:      Onslow Iron (Ken’s Bore Mine)

Scope:

Biosecurity import management of the Onslow Iron Project’s large scale onshore assets from Dalian, China, into the Port of Ashburton, a NFPOE

  • Inspection and management of a reclaimer, two ship stackers and a ship loader

  • Implementation and oversight on the biosecurity management plan across several sites

  • Oversight/management during the post commissioning “stripping down” of modules into 200+ seperate lifts across two shipments

  • Vessel biosecurity management

BMP implementation, inspection and delivery of large modular machinery under extreme winter temperature where windchill reached -25°C

Project:      Gorgon - North West Supply Base

Scope:

Engaged as a biosecurity consultant to refine the quality and output aspects of their Gorgon quarantine scope.

Upskilling of staff, implementation of operational efficiencies, closing of process gaps.


Client:           NMT/BMD/Fitzgerald Constructions

Project:         Spirit of Tasmania - Devonport Wharf Upgrade

Scope:

End to end biosecurity management of module imports from Nantong (China) into Devonport, a NFPOE.

  • BMP development and implementation

  • On-site staff training, international inspections and DAFF engagement

  • Discharge oversight

BSA provided full biosecurity oversight for this nationally significant project. This included NFPOE reporting, applications and project delivery oversight for Devonport’s Berth 3 upgrade.

Project:         Woodside Subsea Consignment

Scope:

Project Biosecurity Manager for delivery of used complex machinery

  • Inspection and management of used machinery from Norway into Dampier

  • Oversight for “onshore” BMSB breakbulk fumigation (special dispensations granted where otherwise prohibited

  • Achieved full release from biosecurity control via documentation clearance, circumventing AA requirements, delays and costs

Deployment to Horten, Norway, to ensure the used complex equipment arrives in a compliant state. Inspections, remediation and biosecurity oversight from origin through to discharge.

Project:      Gorgon - Ensign Energy

Scope:

Preparation, inspection, and mobilisation of a land-based rig, auxiliary components, and machinery.

Gorgon level inspection of used, complex, high risk, and heavily soiled machinery. Coordinating contractor remediation efforts. Training and development of Shorpak inspectors.


Client:            McDermott as EPCIC for Woodside

Project:         Scarborough FPU

Scope:

Campaign III - Whole of facility biosecurity management for Low Risk Status Determination

  • Long term engagement for integration of hull and topside through to delivery and handover of the FPU into the Scarborough field

  • BMP development and implementation

  • Operational oversight including treatments, inspections, record keeping, reporting, staff training and engagement

  • Stakeholder engagement including McDermott, Woodside, DAFF and Compass Group

  • Biosecurity management of aircraft and vessel conveyances during the “Low Risk Transitional Period"

Engaged as the consulting SME, BSA provided both on and offsite management of the FPU for campaign III in Yantai, China. With the FPU being granted a Low Risk Status Determination (under s192(6) of the act) by DAFF, McDermott’s biosecurity scope was successfully closed out for handover to their client, Woodside.

Project:         CKI Airfield Upgrade Project

Scope:

Consulting Biosecurity Manager for prefabricated modules imported into Cocos (Keeling) Islands from UAE. 

  • Oversight on the Importation of 104 prefabricated modules to support the Australian Defence Force’s CKI airfield upgrade project

  • Development and implementation of the Project BMP

  • On site management of international export operations including fabrication site, cargo, vessel, transshipment and discharge facilitation

  • DAFF and project engagement

Supply chain biosecurity compliance from fabrication in Abu Dhabi and export from Dubai, through to transshipment discharge operations on Cocos (Keeling) Islands.

Project:      Land 8116 Defence Project

Scope:

Management of 3 “Field Tested” Huntsman Prototype vehicles imported from Hanwha Aerospace, Changwong, South Korea

  • 2 self propelled howitzers and reloading unit

  • Offshore inspections, staff training and management

  • Chemical treatment advice and oversight

  • Approved arrangement coordination, DAFF engagement

Biosecurity management of the importation process including advice on disassembly, inspections and chemical treatments conducted in South Korea, through to receival and transport to an approved arrangement in Newcastle for DAFF’s release from biosecurity control.

Project:      Port Development for Export Ops

Scope:

Consulting on receiving DAFF and ABF approvals to facilitate export operations from a NFPOE for a new resource project

  • Gap analysis to determine outstanding requirements

  • Advise on required infrastructure

  • Development of required procedural documentation

  • Stakeholder engagement, chairing of relevant meetings

BSA is currently engaged as a technical consultant for export operations approval including analysis, technical documentation, process oversight and delivering training programs to key personnel.
